Flight Standards, Certification and Inspection Department

The Flight Standards, Certification and Inspection Department of the GCAA is responsible for:

  • Conducting the certification process of aircraft operators, and preparing relevant conclusions;
  • Supervising aircraft operators’ activities, and maintaining a certification Register;
  • Conducting the process of granting the authority to perform aerial works, and preparing  relevant conclusions;
  • Supervising the implementation of aerial works;
  • Supervising the operation of complex aircrafts used for personal purposes, and maintaining an appropriate Register;
  • Within its competence, conducting the process of issuance, renewal, revocation of aviation personnel certificates and ratings, and maintaining an appropriate Register;
  • Overseeing the assurance of flight safety, carrying out the methodological and en-route inspection of the civil aircraft crew;
  • Within its competence, conducting the acceptance process of certificates and ratings issued by foreign States, and maintaining an appropriate Register;
  • Within its competence, conducting the certification process of civil aviation training organizations and flight simulation training devices, preparing relevant conclusions, supervising their activities, and maintaining an appropriate Register;
  • Coordinating training programs and guidelines, conducting the process of issuing trainer certificates, and maintaining an appropriate Register;
  • Conducting the acceptance process of the civil aviation training organizations and flight simulation training devices of other countries, preparing conclusions, and maintaining an appropriate Register;
  • Conducting the certification process of aviation medical centers and aviation medical experts, supervising their activity, and maintaining a Register;
  • Within its competence, drawing up protocols on administrative offences;
  • Carrying out the ramp inspection of aircrafts (including the ramp inspection of foreign aircrafts) (SAFA/RAMP);
  • Coordinating the safety management systems of aviation enterprises and related documentation;
  • Within its competence, supervising the execution of the Rules of the Air in the airspace of Georgia, analyzing information on civil aviation occurrences, and responding accordingly;
  • Within its competence, drafting normative acts, guidelines and safety instructions, and supervising their implementation;
  • Developing safety performance indicators, participating in defining the acceptable level of the civil aviation safety, and monitoring;
  • Developing measures to improve flights safety level, and supervising their implementation; participating in the management of planned changes in the Agency, participating in the development of a Civil Aviation Safety Plan;
  • Within its competence, preparing aeronautical information;
  • Within its competence, cooperating with international organizations and government agencies.
