Unmanned Aircraft Systems and General Aviation Department

The Unmanned Aircraft Systems and General Aviation Department of the GCAA is responsible for:

  • Carrying out the registration of unmanned aircraft systems; carrying out the issuance, extension, revocation of registration certificates, and maintaining an appropriate Register;
  • Carrying out the registration of unmanned aircraft system operators; carrying out the issuance, renewal, revocation of registration certificates, and maintaining an appropriate Register;
  • Conducting the certification process of unmanned aircraft system operators, and preparing  relevant conclusions;
  • Granting authorizations for the operation of unmanned aircraft systems, introducing or revoking amendments, and maintaining an appropriate Register;
  • Carrying out the issuance, substitution, extension, renewal of remote pilot certificates, granting ratings according to the category of operation, and maintaining an appropriate Register;
  • Overseeing the operation of very light aircrafts and unmanned aircraft systems;
  • Carrying out the issuance, amendment, extension, limitation, suspension, renewal and revocation of very light aircraft operator certificates, and maintaining an appropriate Register;
  • Overseeing the operation of noncomplex aircrafts used for personal purposes;
  • Within its competence, drafting normative acts and safety instructions, and supervising their implementation;
  • Within its competence, analyzing aviation occurrences;
  • Developing safety performance indicators, participating in defining the acceptable level of the civil aviation safety, and monitoring;
  • Developing measures to improve flights safety level, and supervising their implementation; participating in the development of a Civil Aviation Safety Plan;
  • Within its competence, drawing up protocols on administrative offences;
  • Within its competence, reviewing training programs developed by civil aviation training organizations, preparing relevant conclusions, supervising their activities, and maintaining an appropriate Register;
  • Conducting the acceptance process of foreign civil aviation training organizations, coordinating training programs;
  • Within its competence, conducting the process of issuing aviation personnel certificates and accepting certificates issued by foreign States, and maintaining an appropriate Register;
  • Within its competence, cooperating with international organizations and government agencies.
