Aircrafts Airworthiness and Registration Department

The Aircraft Airworthiness and Registration Department of the GCAA is responsible for:

  • Carrying out the State registration of civil aircrafts, and maintaining an appropriate Register;
  • Determining the airworthiness of aircraft and issuing relevant onboard documentation;
  • Overseeing the technical operation of aviation equipment by an aviation enterprise;
  • Participating in the certification process of aircraft maintenance enterprises and flight simulation training devices, preparing relevant conclusions, and supervising their activities;
  • Within its competence, drawing up protocols on administrative offences;
  • Carrying out the ramp inspection of Georgian and foreign aircrafts at Georgian airports (SAFA/RAMP);
  • Conducting the acceptance process of the certificates of aircraft maintenance enterprise or equal documents issued by foreign States, and preparing relevant conclusions;
  • Coordinating  the safety management systems of aircraft maintenance enterprises and related documentation;
  • Within its competence, analyzing information on civil aviation occurrences, and responding accordingly;
  • Within its competence, drafting normative acts and safety instructions, and supervising their implementation;
  • Developing safety performance indicators, participating in defining the acceptable level of the civil aviation safety, and monitoring;
  • Developing measures to improve flights safety level, and supervising their implementation; participating in the management process of planned changes in the Agency, and participating in the development of a Civil Aviation Safety Plan;
  • Within its competence, preparing aeronautical information;
  • In order to perform modification/repair of the aircraft registered in the Civil Aircraft State Register of Georgia, coordinating the data approved by the aviation authority of the State of the holder of the aircraft type certificate or by the certified design organization of such State;
  • Within its competence, conducting the certification process of civil aviation training organizations, preparing relevant conclusions, and supervising their activities;
  • Conducting the acceptance process of civil aviation training organizations of foreign countries, and  preparing relevant conclusions;
  • Coordinating training programs;
  • Within its competence, conducting the process of issuance of aviation personnel certificates and ratings, and preparing relevant conclusions;
  • Conducting the acceptance process of certificates issued by foreign States, and preparing relevant conclusions;
  • Within its competence, cooperating with international organizations and government agencies.
