Rulemaking, International Standards and EU Regulations Transposition Department
The Rulemaking, International Standards and EU Regulations Transposition Department of the GCAA is responsible for:
- Analyzing the commitments of the Agency under the Common Aviation Area Agreement between Georgia and the European Union and its Member States (CAAA) and, in order to integrate European Regulations into national legislation within the framework of these commitments, participating in the drafting of normative acts;
- Within its competence, participating in the drafting and consideration of international agreements and contracts related to the Agency’s activity;
- Participating in the drafting of normative acts in order to implement the standards and recommended practices established by the International Civil Aviation Organization (ICAO) and other international organizations operating in the field of civil aviation;
- Analyzing the compliance of existing aviation legislation with EU regulations and directives, the Chicago Convention and its Annexes, and participating in the drafting of amendments, if necessary;
- In cooperation with the structural units of the Agency, preparing proposals on the harmonization of national legislation with requirements established by international organizations;
- Within its competence, cooperating with international aviation organizations in order to facilitate the implementation of international standards and regulations;
- Ensuring legal support of the Agency’s activities, drafting administrative and legal acts, carrying out the legal expertise of normative, administrative and legal acts issued by the Director of the Agency;
- Providing the Agency’s personnel with legal information;
- Representing the Agency in common law courts, in relations with administrative authorities and third parties.
