About GCAA

The Civil Aviation Authority of Georgia – “Georgian Civil Aviation Agency” (GCAA) is the Legal Entity of Public Law under the Ministry of Economy and Sustainable Development of Georgia, responsible for regulation, continuous oversight, control and provision of the services in the field of civil aviation.

Our main goal is safe operation of civil aviation, which is achieved through the development and issuance of relevant rules and supervision over their implementation.

The Agency’s objectives are: implementation of applicable international aviation safety and security standards and recommended practices, their enforcement, implementation of the regulations and directives envisaged by the European Common Aviation Area Agreement, ensuring passengers rights and their interests, assistance in development of aviation market, airports and ATM network, further enhancement of cooperation with international aviation organizations.

Development and Achievements: The Agency was created on April 15, 2011, in accordance with the Laws of Georgia “On the Management and Regulation of Transport Field” and “On Legal Entity of Public Law”. In 2010, the decision to establish an aviation authority was made with the aim of improving flight safety and security standards in Georgia.

The reorganization carried out in the Agency enabled it to restore effective oversight over flight safety, establish an appropriate organizational structure in line with world aviation practice, hire and have sufficient and qualified personnel to carry out oversight activities, have its own financial resources to provide such specialists with competitive salary, train and retain them.

Since 2013, Georgian Civil Aviation Agency has improved its aviation safety oversight rates from 32% to 87.64%. As for aviation security oversight, rates have improved from 58% to 87.8%. According to the results of the ICAO audit conducted in 2018, the overall rate of effective implementation of international civil aviation standards and practices by Georgia became 87.64%. According to the new indicators, Georgia ranks first in the region in terms of implementation of international aviation standards and oversight activities, and tenth in Europe.

In the interests of passengers and flight safety, the Agency consistently implements the EU regulations related to aviation safety, aviation security, consumer protection, air traffic management, etc. Under the Common Aviation Area Agreement between Georgia, the European Union and its Member States (CAA-A), more than thirty regulations have already been introduced, including such areas as protection of passengers’ rights, inspection of foreign aircraft (EU SAFA program), assessment of financial sustainability of airlines, occurrence reporting and other important regulations.

In 2019, at the ICAO Assembly, Georgia was awarded special certificates by the President of the ICAO Board for significant reforms and high results achieved in the field of flight safety and aviation security oversight.

GCAA Structure

Departments

The Air Transportation Department of the LEPL Civil Aviation Agency is responsible for:

  • Conducting the process of granting access to the international market for air carriers registered in Georgia and to the Georgian market for foreign air carries, and preparing relevant conclusions;
  • Conducting the process of issuing permits for irregular air transportation, preparing conclusions, and maintaining an appropriate Register;
  • Conducting the process of issuing permits for aerial works, preparing conclusions;
  • Within its competence, drawing up protocols on administrative offences;
  • Processing and analyzing air transportation statistics;
  • Carrying out the designation of air carriers registered in Georgia, ensuring the conduct of auctions during the allocation of frequencies, and maintaining an appropriate Register;
  • Coordinating flight schedules according to the navigation seasons;
  • Conducting the certification process of cargo terminals, preparing conclusions, and maintaining an appropriate Registry;
  • Overseeing the transportation of dangerous goods by air and granting exemptions for the carriage of dangerous goods by civil aircraft;
  • Coordinating the use of the Georgian airspace in cases envisaged by international agreements and/or documents concluded between Georgia and foreign aviation authorities;
  • Participating in the drafting and consideration of normative acts;
  • Supervising the compliance with requirements related to compensation and assistance to passengers in the event of denied boarding, cancellation or long delay of flights;
  • Supervising the compliance with requirements related to assistance to passengers with disabilities during air transportation;
  • Within its competence, drafting normative acts;

The Aerodromes and Airports Department of the GCAA is responsible for:

  • Conducting the certification process of aerodromes and heliports, preparing relevant conclusions, and supervising their activities;
  • Defining the area of the Georgian civil aerodromes;
  • Performing the enumeration of aerodromes and heliports and registration of runways;
  • Supervising compliance with the requirements established for the airfield lighting system;

  • Conducting the certification process of fueling enterprises, preparing conclusions, supervising their activities, and maintaining an appropriate Register;
  • Conducting the certification process of the technical personnel of fueling enterprises, preparing relevant conclusions, supervising their activities, and maintaining an appropriate Register;
  • Conducting the certification process of cargo terminals, preparing conclusions, and maintaining an appropriate Register;
  • Within its competence, approving training programs;
  • Coordinating aerodrome and heliport management systems and associated documentation;

The Flight Standards, Certification and Inspection Department of the GCAA is responsible for:

  • Conducting the certification process of aircraft operators, and preparing relevant conclusions;
  • Supervising aircraft operators’ activities, and maintaining a certification Register;
  • Conducting the process of granting the authority to perform aerial works, and preparing  relevant conclusions;
  • Supervising the implementation of aerial works;
  • Supervising the operation of complex aircrafts used for personal purposes, and maintaining an appropriate Register;
  • Within its competence, conducting the process of issuance, renewal, revocation of aviation personnel certificates and ratings, and maintaining an appropriate Register;
  • Overseeing the assurance of flight safety, carrying out the methodological and en-route inspection of the civil aircraft crew;

The Aircraft Airworthiness and Registration Department of the GCAA is responsible for:

  • Carrying out the State registration of civil aircrafts, and maintaining an appropriate Register;
  • Determining the airworthiness of aircraft and issuing relevant onboard documentation;
  • Overseeing the technical operation of aviation equipment by an aviation enterprise;
  • Participating in the certification process of aircraft maintenance enterprises and flight simulation training devices, preparing relevant conclusions, and supervising their activities;
  • Within its competence, drawing up protocols on administrative offences;
  • Carrying out the ramp inspection of Georgian and foreign aircrafts at Georgian airports (SAFA/RAMP);

The Air Navigation Service Department of the GCAA is responsible for:

The Rulemaking, International Standards and EU Regulations Transposition Department of the GCAA is responsible for:

  • Analyzing the commitments of the Agency under the Common Aviation Area Agreement between Georgia and the European Union and its Member States (CAAA) and, in order to integrate European Regulations into national legislation within the framework of these commitments, participating in the drafting of normative acts;
  • Within its competence, participating in the drafting and consideration of international agreements and contracts related to the Agency’s activity;
  • Participating in the drafting of normative acts in order to implement the standards and recommended practices established by the International Civil Aviation Organization (ICAO) and other international organizations operating in the field of  civil aviation;
  • Analyzing the compliance of existing aviation legislation with EU regulations and directives, the Chicago Convention and its Annexes, and participating in the drafting of amendments, if necessary;
  • In cooperation with the structural units of the Agency, preparing proposals on the harmonization of national legislation with requirements established by international organizations;
  • Within its competence,  cooperating with international aviation organizations in order to facilitate the implementation of international standards and regulations;
  • Ensuring legal support of the Agency’s activities, drafting administrative and legal acts, carrying out the legal expertise of normative, administrative and legal acts issued by the Director of the Agency;
